INTRODUCTION

 

The Town of Tonawanda converted an existing Wide Area Network (WAN) from a telephone company (Telco) that provided a leased line configuration to a spread spectrum radio frequency configuration. The WAN is used for transmission of data and computer access. The conversion was prompted by high recurring Telco charges, WAN unreliability and the ability to improve network traffic throughput. The project is anticipated to save approximately $65,000 per year in the elimination of Telco charges alone.

 

The possibility of including the Ken-Ton School District in the project presented itself due to the opportunity to share services and potentially receive grant money to help offset the costs related to WAN conversion. The inclusion of the district with the town project consisted of:

 

§         Sharing the new Police antenna tower at 1835 Sheridan Dr. as a repeater site and radio frequency focal point

§         Conducting a line of site analysis for three school buildings

§         Designing and installing a Wireless WAN based for those three school buildings

 

This work related to the school was included in the town's project as a separate bid item to help differentiate costs for each entity.

 

PROJECT DESCRIPTION

 

Town of Tonawanda

 

The project involved the conversion of one T-1, two 56 kbps and ten ISDN Telco connections with a 2.4 GHz, 11.0 Mbps, Spread Spectrum Radio Frequency wireless WAN. The 14 municipal buildings included in the WAN are as follows:

* The youth center at Mang Park will be an addition to the existing WAN.

 

Actual work performed by the contractor included:

 

·        Preliminary and Physical Line of Sight Analysis

·        Antenna design and installation based on sight conditions

·        An additional antenna tower was required at Sheridan Golf course due to line of site constraints

·        Installation of wireless bridges

·        Cabling between antennas and wireless bridges based on sight conditions

·        System testing

·        Two year maintenance and two spare radio units

 

Town forces performed additional work as follows:

 

·        Install power source to wireless bridge location

·        Install Category 5 Ethernet cable between existing LAN's and wireless bridge

·        Reconfigure network settings, IP addressing and subnets

·        Remove existing ISDN modems, ISDN Portmaster, CSU/DSU's and routers from service

·        Terminate leased line connections with Bell Atlantic

 

Ken-Ton School District

 

The scope of work related the District consisted of necessary preliminary steps to convert three existing Telco based connections to a wireless WAN configuration. As previously stated, the primary benefit to the school is the use of the tower at the Police Station and the opportunity to gain a Telco to wireless conversion plan using the town's contractor.

 

Originally, the District planned on just performing a line of site analysis and wireless WAN design for all of their 14 buildings, however the actual work performed by the contractor included:

 

·        Preliminary and Physical Line of Sight Analysis premised on using the tower at the Police Station and Holmes School and the Administration Bldg.

·        Wireless WAN design based on line of site conditions and operation at a radio frequency of 2.4 GHz

·        Antenna design and installation based on sight conditions

·        Installation of wireless bridges at Police and three School Buildings. Bridge at Police acts as root device in the multi point Scholl WAN.

·        Cabling between antennas and wireless bridges based on sight conditions

·        System testing

·        Two year maintenance

The town's network is physically separate from the District's and operates independently.

 

COORDINATION

 

To simplify the Shared Services grant application and the grant award, the town acted as the project leader.
