Hunting Requirements
Previous Hunting License Requirements
All hunting license buyers must present one of the following: 
  • A previous hunting license from any state
  • A hunter education course certificate
  • An affidavit from a license-issuing agent stating that a hunting license was issued to the applicant

Hunter Education Course
The hunter education course is required for persons who have never received a hunting license. The firearms course is a minimum of 10 hours in length and is also required for bowhunters. The bowhunting course is also 10 hours. For information on hunter education courses in your area, contact the New York Department of Environmental Conservation Regional Offices.

Young Hunters
Minors under the age of 12 may not obtain a hunting license or hunt wildlife. Minors 12 to 15 years of age may obtain a junior hunting license only upon completing the hunter education course and presenting certificate (from any state) to a license-issuing agent. The minor must be accompanied by a parent or legal guardian who consents to issuance of the license by signing his or her name across the face of it.

When hunting small game, minors age 12 to 13 must be accompanied by a parent, legal guardian or relative over age 21 who holds a small game hunting or sportsman license and is designated in writing by parent. Minors age 14 to 15 must be accompanied by a parent or person over age 18 who holds a small game hunting or sportsman license and is designated in writing by a parent or legal guardian.

Persons 14 or 15 years of age may hunt big game with bow and arrow under the authority of a junior archery license and only during the archery season or during the regular season in areas restricted to bowhunting (DMUs 1, 49, 66 and 96). To obtain a junior archery license both the bow and firearms hunter education courses must be completed. The young hunter must be accompanied by a licensed big game hunter (with archery stamp affixed to license) at least 18 years old with at least one year of big game hunting experience with bow and arrow.

Persons under the age of 16 may not hunt big game with firearms. Those 16 to 17 years old must be accompanied by a licensed big game hunter at least 18 years old with at least one year of big game hunting experience.
